Well, I don’t know
I have a big foot.
While there are many things about my person that I might be able to change, my foot size is not one of them. They’re long and wide and, I’m okay with that. However, I am having a problem with a sock pattern - which likely has very little to do with either my foot length or width now that I think about it. Anyway…
I’m working on a pair of socks using the “Baby Fern” pattern from the book “More Sensational Knitted Socks”. I’ve followed the instructions - I even swatched (!). With the gauge I’m knitting (7 stitches per inch) and the measurement of my foot (10.5″ - yes, that’s the circumference. I told you they were big. It’s also the length so I haven’t figured out why they’re not square - but I digress…), the required number of stitches is 72. That’s all well and good - but the result is a very loose sock. Now, maybe it will “snug” up as I progress, or maybe I just have skinny toes, or maybe I’ve just been conditioned by a life time of too tight socks — but, damn, they’re loose.
I’m going to push on with them, at least until the heel and see how they feel then. In the meantime, I entertain any and all suggestions!

It could be that you swatched flat and you knit looser in the round, which is pretty common.
I would say keep going to the heel and if it still feels loose then go to the smaller size.
Another option is to decrease down after knitting the heel and then the leg will be tighter. That way they will at least stay up on your leg.
